Ballentine Farms Pond Dam
Fuquay-Varina, NC
RiskHydro completed the 2026 Emergency Action Plan (EAP) update for the Wendy Hill Dam, a High Hazard structure located in Apex, North Carolina. A second dam located directly downstream creates cascading failure conditions that the EAP had to account for clearly. RiskHydro reviewed the existing documentation, updated contacts and emergency procedures, and coordinated with Chatham County Emergency Management to produce a fully compliant submittal. NCDEQ Dam Safety approved the update on the first submittal, keeping the Wendy Hill Landowners Association in good standing with minimal administrative effort.

The Wendy Hill Dam is classified as a High Hazard structure under North Carolina Dam Safety regulations, reflecting the potential downstream consequences if the dam were to fail. Homes, roads, and utilities sit within the inundation zone. A second dam located directly downstream creates a cascading failure scenario that adds complexity to the emergency planning requirements, since the EAP has to account for how a failure at Wendy Hill could affect that downstream structure.
Before starting the update, RiskHydro completed a desktop review of the prior EAP and supporting documentation. That review confirmed the existing inundation mapping and failure analysis remained valid, so the update could focus on the procedural and contact elements without new hydraulic modeling. Key tasks included:
