RiskHydro partnered with the owner of Skyview Lake Dam Upper, a High Hazard dam regulated by the NCDEQ Dam Safety Program, to support the owner’s ongoing dam safety compliance efforts. The dam is an earthen embankment in Iredell County, North Carolina with a structural height of approximately 33 feet and a storage capacity of approximately 860 acre-feet. Work during this partnership has included completing an annual Emergency Action Plan (EAP) update, coordinating a change of engineer of record with the state, and managing a request to extend an existing dam safety application after the owner was unable to secure a qualified specialty contractor to replace the valve on the dam’s low-level outlet. The EAP update was approved on the first submittal.

The owner of Skyview Lake Dam Upper was navigating multiple NCDEQ Dam Safety compliance requirements at the same time. The annual EAP update was due, a formal change of Engineer of Record needed to be coordinated with the state, and an active dam safety permit for the low-level outlet valve replacement was at risk of expiring. With multiple regulatory requirements in motion and deadlines approaching, the project required a clear path forward to keep everything on track and avoid delays or rework.
RiskHydro worked through each compliance item, coordinating closely with both the owner and NCDEQ throughout the process. The focus was on keeping everything moving, avoiding gaps in documentation, and making sure each submittal was complete and aligned with current state requirements. For the EAP, the team reviewed the existing document, identified necessary updates, and rebuilt it using the current NCDEQ template before submitting to the state. In parallel, the change of engineer of record and application extension were advanced, each requiring separate documentation and direct coordination with NCDEQ. Key tasks included:

The engineer of record change was processed cleanly with the state. And the application extension kept the outlet valve replacement approval intact, giving the owner the runway to continue the contractor search without starting the permitting process over from scratch.
