Craven Street Stormwater Control Measures

RiskHydro developed FEMA Public Assistance Cost Estimating Format (CEF) documentation for five stormwater control measures damaged by Tropical Storm Helene in Asheville, NC. The five facilities span four SCM types, including a bioretention cell, two permeable pavement parking areas, a vegetated swale, and a stormwater wetland, each governed by its own North Carolina Minimum Design Criteria rule and each requiring repair scope, quantities, and pricing documented to FEMA’s standard. For the bioretention cell and the stormwater wetland, RiskHydro carried the work further and demonstrated that hazard mitigation was cost effective, supporting improvements beyond a return to pre-disaster condition.

Key Project Highlights

Tropical Storm Helene damaged stormwater infrastructure across western North Carolina. Under FEMA Public Assistance, recovery funding for large projects depends on cost documentation meeting the Cost Estimating Format, a structured standard requiring scope, quantities, and pricing to be defensible line by line rather than asserted in a lump sum.

The five Craven Street stormwater facilities comprise four different SCM types, each regulated under a different North Carolina Minimum Design Criteria rule. Permeable pavement, a bioretention cell, a vegetated swale, and a stormwater wetland do not fail the same way, do not get repaired the same way, and do not share a regulatory basis. Several repair items had no catalog price. Sediment removal quantities had to be derived rather than assumed, and required materials do not appear in standard cost databases as a single unit price.

Further, FEMA Public Assistance can fund hazard mitigation that reduces the risk of the same damage recurring, but only where the mitigation is shown to be cost effective against the damage it prevents. That determination requires the repair cost documentation to be solid first, because the mitigation case is built on top of it.

Looking Ahead

Cost documentation is where recovery funding is won or lost. FEMA Public Assistance does not fund what cannot be substantiated, and for large projects the Cost Estimating Format is the standard substantiation has to meet. An estimate that is directionally right but thinly documented can cost a community real money at obligation or at closeout.

The mitigation question is the one most often left unasked. Public Assistance can fund measures that reduce the risk of the same damage happening again, but only where they are shown to be cost effective, and that case has to be built deliberately. A community that documents only the repair gets the repair. A community that makes the mitigation case can come out of recovery with infrastructure less likely to fail the same way next time.
